Providing ISIN and CFI codes upon request
For purposes of qualification of non-Russian financial instruments, NSD provides market participants with international codes ISIN and CFI, allocated to non-Russian financial instruments by the responsible numbering agencies. The procedure of providing codes is the following:
- A market participant interested in qualification of a non-Russian financial instrument refers to the ISIN and CFI Database for Non-Russian Financial Instruments (further referred to as the “ISIN and CFI Database”) for the information on the instrument and its ISIN and CFI codes.
- If the information is missing in the ISIN and CFI Database, one sends a request via email to ISIN@nsd.ru asking to confirm the existence of the international codes allocated to the financial instrument according to ISO 6166 and ISO 10962 standards.
- A compulsory attribute of the request is the ISIN code of the instrument.
- In accordance with the Directive of the Central Bank of the Russian Federation No. 4561-U dated October 3, 2017 "On the Procedure for the Qualification of Foreign Financial Instruments as Securities"(further referred to as the “Directive on qualification”) , NSD uses official sources for providing information on financial instruments and its codes:
- Association of National Numbering Agencies Database, containing ISIN and CFI codes allocated by ANNA members and partners;
- Official website of a numbering agency which is responsible for allocating ISIN and CFI codes;
- Official notification of a numbering agency which is responsible for allocating ISIN and CFI codes.
- In answer to the request from a market participant, NSD sends an email with the data on the non-Russian financial instrument and its international codes obtained from the sources mentioned above. In case the financial instrument complies with the Regulation on qualification, NSD publishes the data on the instrument and its codes in the ISIN and CFI Database.
- If a market participant needs an official response from NSD confirming existence of ISIN and CFI codes allocated to the requested financial instrument, the market participant should send a formal inquiry to NSD. The formal response from NSD is sent to the market participant’s postal address or transferred to NSD Client Service Department, where it can be obtained by the market participant.
- If the ANNA Database and other sources of information defined by the Regulation on qualification don’t contain the data on the international codes of the financial instrument, NSD also informs the market participant about that.
- If this occurs, the market participant decides whether to:
- o directly contact the numbering agency, which is responsible for allocating the international codes to the financial instrument;
- o or delegate the negotiation with the numbering agency on allocating CFI codes to NSD (described in Assistance in allocating CFI codes).
Assistance in allocating CFI codes
NSD provides market participants with the service of assisting in allocating CFI codes to non-Russian financial instruments in case these codes haven’t been allocated before.
The procedure of assisting in allocating CFI codes is as follows:
- A market participant (further referred to as the “Client”) signs a Contract for providing service of assisting in allocating international codes CFI to foreign financial instruments with NSD.
- In compliance with the concluded Contract, the Client sends to NSD a request filled in according to the standard form.
- On receiving the request, NSD cooperates with the numbering agency, which is responsible for allocation of international codes to the specified instruments.
- Following the receipt of the information confirming the allocation of CFI codes, NSD sends an official notification to the Client with the data on the non-Russian financial instruments and the international codes allocated to them. The deponents may take the notification in NSD Client Service Department.
- To confirm the allocation of CFI codes to the financial instruments by the numbering agency, NSD refers to the official sources of information:
- Association of National Numbering Agencies Database, containing ISIN and CFI codes allocated by ANNA members and partners;
- Official website of a numbering agency which is responsible for allocating ISIN and CFI codes;
- Official notification of a numbering agency which is responsible for allocating ISIN and CFI codes;

Complementary services
NSD provides market participants with additional services: NSD assists in allocating an ISIN code in case such a code hasn’t been allocated to a financial instrument before.
This service is provided only together with the service Assistance in allocating CFI codes.
Additionally, the market participant must submit a prospectus or any other issue documents allowing to uniquely determine parameters of a financial instrument and its issuer.
